In terms of cognition, the text suggests a model in which every moment has some discrete object of attention or awareness. But moments can also be “non-perceiving”—that is, there’s nothing “in” them. When the non-perceiving moments are more common than the perceiving moments, we feel dullness, initially subtle, but eventually enough to put us to sleep.
